Thanks for your comment, but nowhere in the document nor in our post does it mention that the war was in progress, merely that the war with the “Central European Powers” would now officially be referred to as “the World War.”  (Now known as World War I.)

Also, November 11, 1918 was only an armistice.  While hostilities ceased, the state of war did not formally end until the Treaty of Versailles in 1919.  And technically the United States was not a party to the Treaty of Versailles as it was never ratified by Congress, despite President Wilson’s efforts.  It wasn’t until 1921 when the Knox-Porter Resolution would formally end the state of war between the United States and the Central Powers.
